A building permit shall be obtained from the Zoning Officer for:

1. Any erection, construction, structural alteration, extension, replacement, relocation or conversion of any building or structure, regardless of value.

2. Any change of use of a building, structure and/or land.

3. Erecting, altering, relocating, rebuilding or enlarging any sign.

4. Use and Occupancy of any building for which a permit was issued.
